The Arlington Police Department is investigating an officer-involved shooting incident during which officers exchanged gunfire with an armed suspect.
On Friday, January 10, 2025, at approximately 6:46 p.m., officers were dispatched to a business in the 600 block of W. Pioneer Parkway for an Armed Robbery in Progress call. A passerby called 911 and reported seeing two individuals who were possibly armed enter the business.
Officers arrived on scene and began setting up a perimeter. Two officers who were covering the back door of the business saw the door open. One man exited the building and immediately took off running. Moments later, a second man in the doorway displayed a firearm and began firing. The two officers then fired their service weapons multiple times in the direction of the suspect.
The suspect retreated into the business and later attempted to exit out the front door. Officers posted on the front side of the business took him into custody without incident.
No officers were injured during the incident. The suspect was not injured either.
Shortly after the shots were fired, multiple employees of the business attempted to exit out the back door. Officers discovered their hands and legs had been bound with tape. They were all safely removed from the business and were not injured.
The suspect, 37-year-old Kelvin Bivens, was booked into the Arlington City Jail on one count of Aggravated Assault Against a Public Servant and one count of Aggravated Robbery.
The individual who ran from the business has not yet been apprehended.
As is standard procedure anytime an officer discharges their service weapon, two investigations are currently underway:
- A criminal investigation led by the APD Homicide Unit, which will review the incident to determine if any criminal offenses were committed.
- An administrative investigation led by the APD Internal Affairs Unit, which will determine whether the officers followed department policies and procedures.
Per department policy, both officers have been placed on administrative leave.
