Items for consideration by the City Council are outlined in an agenda.

Public Comment

Members of the public may address the City Council regarding items on the posted agenda for which the City Council will make a decision or take action before or during consideration of the item. In most instances, members of the public are allowed three minutes to speak on a posted agenda item, as provided below. Please note that the presiding officer may impose reasonable time limits that are more restrictive when a large number of speakers are present for a meeting.

Additionally, during the Citizen Participation portion of an open meeting, members of the public are allowed two minutes or one minute to speak, depending on the number of speakers who have pre-registered, as provided below.

Components of the agenda include the following: 

Consent Agenda

This portion of the agenda consists of minute orders, resolutions and ordinances for final approval. These items require little or no deliberation by the City Council. Some items can be withdrawn from this portion of the agenda for separate consideration and vote. To speak on items on the Consent Agenda, please complete a Speaker Card located at the entrance to the Council Chamber and return the Card to a staff member.

Public Hearings

The applicant or proponent in a public hearing is allowed five minutes to speak. All other speakers in support or opposition are allowed three minutes to speak. The applicant or proponent is then allowed three minutes for rebuttal. Public notice of all hearings is provided in local newspapers and on the City web site and cable channel. To provide public comment, complete a Speaker Card at the entrance to the Council Chamber. Return the card to a staff member. Citizens who do not wish to address the City Council, but wish to record their support or opposition are asked to complete a Speaker Card. The comments on the card become a part of the official record of the public hearing.

Developers/applicants who wish to make presentations for their zoning cases to an evening City Council session should contact or make arrangements with the City planner in charge of their case in Planning & Development Services.

Ordinances First Reading

A majority vote of the City Council is required to approve most ordinances listed in this section of the agenda. If approved on first reading, the ordinance will appear on the Consent Agenda for final reading. A super majority or 3/4 vote is required to approve a zoning case when a valid petition of opposition has been submitted. Citizen Participation

This portion of the meeting agenda allows public comment on matters related to City business or affairs that are in the scope of the authority of the City Council and that are not listed on the posted agenda. During the Citizen Participation portion of an open meeting, the City Council is not permitted by law to respond to, discuss, or address the comment but may ask clarifying questions or direct staff to take appropriate action.

Persons who intend to speak during the Citizen Participation portion of an open meeting shall pre-register not later than 5:00 p.m. on the day of the meeting. Persons may pre-register online using the form below, by calling 817-459-6186, or by completing a registration card at the City Secretary’s Office.

For the Citizen Participation portion of a meeting, if 25 or fewer speakers have pre-registered, each speaker will have two minutes to make their comments; and if 26 or more speakers have pre-registered, each speaker will have one minute to make their comments.

Due to conflicting events, the City Council’s meeting on February 13, 2024 will not include Citizen Participation (speakers with items of business not on the agenda).  Individuals may pre-register to speak at the next City Council meeting, February 27, 2024, by calling the City Secretary’s Office (817-459-6186) or completing the pre-registration form online.
