The Arlington Police Department has made an arrest in connection to a deadly shooting that occurred on November 17, 2024 outside of a night club in the 3200 block of Justiss Drive.

Following a complex and thorough investigation, APD Homicide detectives obtained warrants for the arrest of 28-year-old Luigin Alberto Perez-Millan on one count of Murder and one count of Aggravated Assault with a Deadly Weapon. On Saturday, December 28, 2024, members of the U.S. Marshals Service and Nebraska State Police located Mr. Perez-Millan traveling on a highway in Seward County, NE, conducted a traffic stop on him, and took him into custody without incident.

Detectives believe Mr. Perez-Millan and the victim, who has been publicly identified by the Tarrant County Medical Examiner’s Office as 22-year-old Janderver Urbina-Betancourt, were attending an event at the night club that continued well into the early morning hours of November 17. Just before 5:25 a.m., Mr. Urbina-Betancourt and another individual reportedly got into an argument in the parking lot. Moments later, multiple shots were fired and Mr. Urbina-Betancourt was struck. He was pronounced deceased at the scene.

Multiple witnesses later came forward with information about the shooting that was consistent with additional physical and digital evidence investigators collected, and helped them identify Mr. Perez-Millan as the suspected shooter. Through the course of their investigation, detectives determined Mr. Perez-Millan, for an unknown reason, began firing in the direction of both Mr. Urbina-Betancourt and the individual Mr. Urbina-Betancourt was arguing with. That other individual was not injured and was later able to positively ID Mr. Perez-Millan as the shooter during a photo lineup. Mr. Perez-Millan was additionally charged with Aggravated Assault with a Deadly Weapon for firing at this witness during the incident.

Detectives have not been able to identify any connection between Mr. Perez-Millan and Mr. Urbina-Betancourt, and it does not appear the two of them interacted prior to the shooting.

Mr. Perez-Millan is currently being held at the Seward County Detention Center where he awaits extradition back to Texas.
