"Enhancing Regional Mobility" is a priority of the Arlington City Council. Improving the efficiency and effectiveness of Arlington's transportation connections within and beyond our borders is critical because of our central location within the region and important to growing our economy. Our community is at the crossroads. As the regional and statewide conversation to increase mobility continues, Arlington faces an important decision to determine its place in the future of this system.

Connectivity and Coordination

The interconnected nature of transportation systems requires that viable solutions are created with private and public partners at the local, state and national levels. Successful solutions will be tailored to the needs of Arlington residents and Connectivity and Coordination visitors, emphasizing connections to key destinations. As a result, access through and around the city will be improved and disparate elements of our transportation system will be organized into a multimodal system with regional connections.

Infrastructure Matches Need

Arlington recognizes the importance of providing adequate roadway, bicycle and pedestrian, and aviation infrastructure to ensure residents and visitors can travel safely and efficiently. The City also supports efforts to provide and expand a seamless regional transit system that includes high speed rail. It is important that our infrastructure investment corresponds to the desires of the community.

The City will strategically invest available funds in transportation while working to develop alternative funding streams to provide an expanded and stable source of revenues dedicated to infrastructure. A corporate emphasis on measuring achievement will provide the Council and the community with a clear connection between their investments and the work being done.

Benefits and Outcomes

Arlington seeks to enhance those areas of our existing infrastructure which are not adequate to accommodate the current residents, forecasted population and employment growth, and increasing numbers of visitors. Improvements to mobility in Arlington and the region will reduce congestion, improve air quality, provide more travel choices and increase the safety of travelers. Freight mobility and accessibility will be enhanced to improve operations and maximize the security of the freight transportation system.

The Arlington City Council has identified "Invest in Our Economy" as a vital component of the effort to ensure that our community continues to thrive. As Arlington strengthens its position as a key city in the North Texas region, we will develop a systematic approach that directs our future, addresses current and prospective challenges, and positions us to capitalize on opportunities as they develop.

Quality Infrastructure

Arlington's infrastructure is a key element in retaining and attracting quality development. Streets, utilities, parks, and buildings are valuable resources that we must continue to protect and preserve. While maintaining and upgrading our existing infrastructure is vital, we must also build new infrastructure to accommodate efficient access and connectivity within the city and beyond. Progressive development policies that allow flexibility and promote natural elements will attract new businesses, help retain and grow existing businesses, and ensure a satisfied workforce. Arlington's forward-looking approach will enable it to prepare for changing modes of transportation by building infrastructure and creating linkages between the various modes.

Versatile Workforce

Collaboration among the city's educational partners provides for initiatives that align with employer needs. The city supports the effort to match training and educational opportunities with current and future labor market requirements. Promoting recruitment strategies that target college graduates will ensure that the skill sets essential for attracting and retaining major employers are available in our community. Arlington will take a unified approach to identifying and promoting outreach efforts that strengthen its workforce.

Transformative Redevelopment

The city recognizes that our community is largely built out and plays an integral role in advancing efforts to redevelop aging properties, as well as directing infrastructure repairs and replacements that will contribute to its sustained economic health and revitalization. As part of its strong public sector role, the city will engage in practices that remove barriers to beneficial infill and redevelopment projects, such as the utilization of public and private partnerships, the promotion of targeted areas to prospective developers, coordination with the real estate and business community, and the implementation of policies that align with its redevelopment goals.

Arlington has identified desired outcomes and established a clear framework for redevelopment projects, providing a foundation on which to encourage high-impact projects that positively contribute to the tax base, create a quality of place, and retain and draw new residents and businesses. Key economic centers, including the Downtown/University District, Great Southwest Industrial District, Entertainment District, I-20 Retail Corridor, and the Lamar/Collins Overlay Area, will further transform into vibrant destinations and employment centers.

Vibrant Business Community

Arlington's economic environment fosters innovative programs that will secure the city's position as a desirable location to do business. Targeted outreach to attract a diverse and thriving business clientele will further strengthen our economy. Existing businesses that expand will provide the best opportunity to grow the city's employment and tax base. Business retention efforts are conducted through building relationships with existing businesses, which provides partnership opportunities and promotes a sense of community. The city encourages stakeholder support of technology and business incubator initiatives.

Additionally, the organization will benefit from increased efficiency and security leading to greater responsiveness. This will lead to economic growth and will position Arlington to provide better services and experiences to all who we serve - residents, businesses, schools and visitors alike.

By keeping up-to-date and anticipating new technologies within our community, we can be proactive in solving challenges and making impactful changes. We strive to keep up with our residents and partnerships needs to ensure that we are meeting or exceeding their technological expectations.

Build Infrastructure for the Future

We envision a community where the City, as well as its citizens and businesses, are provided an opportunity to be engaged as well as educated in the latest technology. Our advanced infrastructure would allow the city to be fully connected to a digital society by making our internet a utility, rather than a privilege. This would help in improving the quality of life for our citizens and provide them better personal opportunities, as well as broaden civic engagement and build public trust in government. Implementation of new technology measures in City departments will also improve service outcomes and keep us up-to-date with progressive industry professionals. Additionally, investing in an advanced infrastructure would allow the City to attract new and expanding businesses, who are looking for a location with a technology-driven economy.

Security - Privacy and Transparency

Public service extends to the digital world as well as the physical world. The City will be a steward of the data, protecting the public's interest while advancing, engaging, and creating openly and responsibly. Our corporate culture will also make Digital Arlington a safe place to live, work, learn, play and thrive.

Engage Our Data

The City is committed to leveraging data-driven decision making in order to improve internal efficiencies, analyze current and future needs and opportunities, and increase transparency for Arlington's citizens and business community. Engaging available data encourages greater real-time understanding of items affecting Arlington's neighborhoods, economy, mobility and education assets.
