The American Recovery and Reinvestment Act of 2009 includes $5 billion made available through the US Department of Energy (DOE) to states for weatherization assistance programs. The Texas Department of Housing and Community Affairs (TDHCA) applied to DOE for approximately $327 million which if approved, will be made available to applicants through a Notice of Funding Availability. TDHCA has identified potential sub-recipients in its application to the DOE including the City of Arlington. Sub-recipient awards are anticipated to be between $500,000 and $1 million.



Weatherization assistance program activities will include measures to reduce air infiltration, installation of insulation, replacement of inefficient appliances and heating and cooling systems, and energy education for consumers. Grants up to $6,500 will be available to eligible households earning up to 200% of the federal poverty income guidelines.
