HOMELESSNESS PREVENTION AND RAPID RE-HOUSING PROGRAM

The City of Arlington received $1,304,792 in Homeless
Prevention and Rapid Re-Housing Program (HPRP) funding
through the American Recovery and Reinvestment Act. The
City receives funding under the Emergency Shelter Grant
program on an annual basis and although the HPRP funding
comes from that same source, the guidelines are
different from the usual requirements. HPRP funds must
be spent on one of four eligible activities:
- Short-term rental assistance (up to 3
months)
- Medium-term rental assistance (up to 18
months)
- Deposits, utilities, and moving costs
- Motel/hotel vouchers up to 30 days
- Housing Relocation and
Stabilization
- Case management related to housing
search/placement
- Outreach to eligible participants
Legal services and credit repair
- Data Collection and Evaluation
- Homeless Management Information System
- Data Tracking and Quarterly Reports
- Includes pre-award costs
- Up to 5% of total grant

September 2009: Sub-recipient contract signing and staff

November 2009: HPRP coordination meeting with Arlington,
Tarrant County and Fort Worth

Impact |
To date: Seven non-profit organizations were selected
to provide homeless prevention and rapid re-housing
services to Arlington citizens. Program services began
on October 1, 2009 and data will be available on jobs
created and services provided on January 10, 2010.
Expected impact over the life of program:
- 477 households will receive rental assistance to
either prevent or end homelessness
- 572 households will receive case management services
to either prevent or end homelessness
- 5 new jobs will be created and/or retained (4 case
managers, 1 help desk staff)
