WEATHERIZATION ASSISTANCE PROGRAM
The Weatherization Assistance Program (WAP) is a federally funded
program designed to help low income households control their energy
costs through weatherization of their home and through consumer
education. Federal funding for this program is provided to the City
of Arlington from the Texas Department of Housing and Community
Affairs. Assistance is provided on a first come, first served basis
with priority given to families with children, elderly or disabled
household members, households with the highest energy costs relative
to their income, and households with highest energy use.
DESCRIPTION
Weatherization services are cost-effective energy efficient
measures for existing residential and multifamily housing with
low-income residents. Weatherization work can include a variety of
energy efficient measures that can encompass the building envelope,
its heating and cooling systems, electrical systems and energy
consuming appliances. Some examples include caulking;
weather-stripping; adding ceiling, wall and floor insulation;
patching holes in the building envelope; duct work; and tune-up,
repair or replacement of energy inefficient heating and cooling
systems.
The WAP provides households with an energy audit which is a
review of the home’s current energy efficiency. The energy audit
identifies where air leaks may be occurring and any inefficient
appliances, doors or windows that may need repair or replacement.
Following the energy audit, if the home and occupants are eligible
for assistance, a rehabilitation specialist will determine the scope
of work needed for the home. The scope of work will be reviewed with
the occupants, and a contractor will be assigned to complete the
weatherization work. City rehabilitation specialists will monitor
and inspect the work being completed.
When complete, a second energy audit is completed to ensure the
work performed effected an appropriate change in the energy
efficiency of the home.
This program is provided at no cost to the household occupants or
property owners.
ELIGIBILITY
To be eligible for Weatherization assistance, the applicant
household must reside in the City of Arlington and have income at or
below 200% of the federal poverty income guidelines below.

For families with more than 8 persons, add $7,480 for each
additional person.
Applicant families are selected from the waiting list on a first
come, first served basis with priority given to households with
children under the age of 6, households with elderly or disabled
members, households with the highest energy cost relative to their
income, and households with the highest residential energy usage.
Households who do not own their residence must have the property
owners’ approval before weatherization work can be performed.
Ineligible units include:
- Units weatherized with weatherization funds after 9/30/93
- Vacant dwellings (with some exceptions)
- Units whose demolition is scheduled in the next 12 months
- Condemned units
- Units with serious structural problems that make weatherization
impractical
- Mobile homes not adequately installed or supported
- Units where the owner does not allow the weatherization work.
HOW TO APPLY
To apply for weatherization assistance complete the application
below and include verification of income for all household members.
Verification is required for all income received from all
household members for 30 days preceding the date of application.
Documentation can include pay check stubs or Verification of
Employment Form filled out by the Employer, Award Letter from Social
Security, SSI, Pension, TANF, bank statements showing deposits, and
documentation of any other sources of income. Applicants may call
1-800-772-1213 to obtain verification of their Social Security
benefits.
