HOMELESS PREVENTION
The Homeless Prevention Program (HPP) is a federally funded
program designed to provide assistance to eligible low income
persons who reside in Arlington and are homeless or are in imminent
danger of becoming homeless. Federal funding for this program is
provided by the City of Arlington through the Community Development
Block Grant (CDBG) program and the Emergency Solutions Grant (ESG).
Program funds are issued directly to the landlord or utility company
by the Arlington Housing Authority following a determination of
tenant eligibility and written agreement by the landlord/utility
company to retain residency, or services.
Description
The Homeless Prevention Program is designed to assist eligible
low-income tenants pay past due rent or utilities in the event of
unforeseen hardship or extenuating circumstances beyond their
control. The program will pay up to three months rent/utilities to
the landlord/utility company to prevent the pending eviction or
disconnection.
The applicant must demonstrate to the satisfaction of the AHA
that the cause for the past due rent/utility was beyond their
ability to control and demonstrate that they are able to meet future
monthly rent obligations. Likewise, the landlord/utility company
must commit to participate in the program, stop the eviction or
disconnection process, and allow the tenant to retain services or
remain in the rental unit under the terms of the existing client
agreement.
Eligibility
To be eligible for the homeless prevention program, the applicant
household must reside in the City of Arlington and have an income at
or below 50% of the Area Median Income guidelines below.
Applicant families are selected on a first come, first served
basis with priority given to households with children under the age
of 6, households with elderly or disabled members, and households
with the highest risk of becoming homeless. Households must have the
property owners’ or utility company’s approval before funds can be
disbursed.
